"Pets allowed" and "pet-friendly" are not the same thing
Most hotel booking sites let a property tick a box that says pets are allowed, with no verification behind it. In practice that box means anything from "we have a dedicated dog bed and a nearby park" to "we'll let you sneak your dog in through the back if no one complains." Neither the hotel nor the OTA gets penalized for the gap between those two.
